American Facilitates Ukraine Negotiations in Abu Dhabi as White House Seeks for Settlement
Diplomatic talks including American, Russian, and Ukrainian officials began in the United Arab Emirates this Tuesday, representing the most recent phase in initiatives to achieve a peace agreement to resolve the continuing hostilities in Ukraine.
Key Representatives and Initial Talks
American military Secretary Dan Driscoll allegedly met with a Moscow group on the eve of the talks, with dialog extending into the following day.
“The talks are going well and we remain optimistic. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” an official representative remarked.
The Ukrainian top intelligence official, Kyrylo Budanov, was also expected to participate in the discussions, though it remained unclear whether direct engagement with Moscow’s delegates would take place or if distinct one-on-one sessions would be conducted.
The composition of the Russian delegation was uncertain. “No comment is available. Our position is to monitor press coverage,” a Kremlin representative informed official outlets.
Background and Updated Peace Plan
The current talks follow recent discussions in Switzerland where American and Kyiv representatives revised a draft US proposal for ending the conflict.
Moscow has so far not approved the latest version of the proposal and is not expected to agree to many of the Kyiv amendments.
Moscow’s foreign minister, Sergei Lavrov, declared that any revised agreement must embody the “spirit and letter” of what was agreed during earlier summit talks between the two nations.
Global Reactions and Apprehensions
EU leaders are reportedly finding it difficult to remain involved in the process as US representatives drive the efforts.
The Finnish president, Alexander Stubb, who has emerged as a key contact between Washington and EU officials, commented that the immediate future would be critical in attempts to secure a resolution.
He allegedly held discussions with Volodymyr Zelenskyy and Nato representatives, emphasizing that “The future of Ukraine is for Ukraine to decide, and while European security matters are for Europe to resolve.”
Meanwhile, the France’s president, Emmanuel Macron, cautioned against a settlement that would represent a “concession” for Ukraine.
“The current proposal indicates what Moscow might find acceptable. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? Absolutely not,” he declared.
Details of the Original US Proposal
American plan was originally composed of numerous clauses and was based on dialog between US and Moscow officials, with input from Kyiv defense authorities.
Major aspects of the plan allegedly involved:
- Ukraine relinquishing areas currently held by Moscow
- Further regions that would be expected to be voluntarily given up
- Restrictions on the scale of the military forces
- Amnesty for all participants in the conflict regarding war crimes
Recent Developments and Continuing Difficulties
American official allegedly traveled to Kyiv to brief the Ukrainian president on the proposal and urge rapid approval.
The demand, coupled with the leaking of the proposal, apparently took by surprise Kyiv and EU authorities.
Zelenskyy stated that the nation was facing one of the hardest moments in its existence and was being forced to decide between “surrendering honor or sacrificing a vital partner.”
Later, Driscoll informed alliance ambassadors on the plan in Kyiv, with one participant describing it as “a disastrous gathering” and stating that EU ambassadors were shocked by both the content and tone of the presentation.
Washington later moderated its position, stating that the comprehensive plan was an “initial basis for negotiation” rather than a definitive demand.
Military Situation During Talks
As peace efforts continue, Russian forces has maintained its regular assaults on Ukrainian urban centers.
Russian forces allegedly launched dozens of projectiles and hundreds of unmanned aircraft at targets in and around Kyiv, as stated by Kyiv reports.
Zelenskyy emphasized that Moscow must not feel it could prevail in the war while negotiations were ongoing.
“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Pressure on Russia must deliver results,” he affirmed.
The capital’s leader reported that seven people had been killed in the overnight assault on the capital.
